After taking a conscious decision to focus on e-Governance in 1995, Mastek has steadily built on its experience and expertise in this vertical. We work with a strategic partner on a large number of UK government assignments, ranging in scale from the council level to large, mission-critical projects. In the USA, we recently took up an assignment with the world’s largest e-government solutions provider. In India, Mastek provides application solutions for state-level projects in the area of tax applications.
Mastek has gained deep experience and domain knowledge in e-governance. The experience has helped us identify the key characteristics of e-governance projects irrespective of their business domains. These include:
Very Large User Base
Without exception, e-governance applications cater to a lot of users since it’s the citizens who mostly form the user base. This makes it imperative to design the system for scalability.
High-Load Conditions
Since the usage of the business application typically exhibits a highly skewed pattern over a period of time, the system design also has to provide for high load-handling capability.
Strict Adherence to Specifications
Government projects have very tightly defined user specifications. Unlike other (regular) business applications, they have no room for negotiation because a change in them may invoke legal implications for the government department concerned. Thus great care has to be exercised throughout the project lifecycle.
Extensive Integration Needs
E-governance assignments always involve multiple vendors, many systems, internal or external, and are even across a number of technologies. The bespoke applications developer has to take care of integrating the main application with various other systems and sub-systems. Mastek has gained extensive experience in EAI through e-governance assignments.
Mission-critical Applications
E-governance projects could be part of some strategic deliverables of the government to its citizens. They could thus become mission-critical applications under the government’s overall direction. The application vendor is thus strictly bound to commit to them.
Case Study
The Connexions Card project was so high profile that it had the Prime Minister Tony Blair’s personal backing. |
