The Arizona State Land Department (ASLD) is dedicated to the management of state-owned lands and property. Established in 1915, the department ensures that State Trust lands and resources enhance value and optimize economic return for its 13 trust beneficiaries. ASLD is responsible for managing 9.2 million acres of State Trust lands, which include state schools and universities.

Challenge

As part of a commitment to investing in the governor’s cloud-first strategy and leveraging the Arizona Management System process improvement initiative, ASLD identified the need to replace its paper-based processes with a modern, user-friendly, cloud-based technology solution. This would allow the department to serve its customers in a timelier manner and improve efficiencies and information sharing for employees.

Solution

The Arizona State Land Department (ASLD), aligned with the Governor’s cloud-first strategy, partnered with Mastek for a multi-phased Salesforce transformation to modernize its 100-year-old, paper-based operations. The goal: to streamline land applications, lease management, billing, and customer service through a scalable digital ecosystem.

Starting with Service Cloud and Experience Cloud implementation, Mastek replaced manual workflows with automated processes, system integrations, and a self-service portal-delivering an MVP in just four months. Subsequent phases added payment processing, GIS mapping, document management, and expanded lease capabilities, all while enhancing the ASLD Community Portal and backend systems.

Over six phases (2018–2024), Mastek migrated ASLD’s legacy OASIS system to Salesforce, incorporating billing, accounting, and water resource management into a centralized platform. This included robust data migration, training, user-requested features, and ongoing support to ensure long-term value and adoption.

The transformation prioritized change management, agile delivery, and a design thinking approach-resulting in a future-ready agency that delivers faster, transparent, and citizen-focused services.

Impact

ASLD partnered with Mastek to digitize 30 unique applications through a branded Salesforce-powered web portal, significantly improving citizen experience and internal operations. The solution integrated with ASLD’s legacy ERP, document management systems, and custom apps to support project tracking across various departments. Mastek also enabled workflow automation, document digitization, online payments, and organizational change management.

Key outcomes included the migration of 1,300 lease applications, 6,600 accounts, and 19,000 documents; retirement of 5 legacy screens; integration of 2 legacy systems; onboarding of 110 users; and deployment of 58 unique workflows. The transformation led to a 40% reduction in foot traffic, 70% decrease in information silos, and 25% faster application processing.
